MCPA has accountably delivered USD 123.15M across 105+ projects for 11 donor groups since 1990. This page sets out how it is governed, checked and funded.
Standing and standards
Registered
An Afghan non-governmental organisation since 15 March 1990, registered with the Ministry of Economy under number 252.
Accredited
Accredited by the Directorate of Mine Action Coordination (DMAC). Standing accreditation allows rapid, compliant mobilisation.
To standard
Documented standard operating procedures aligned with the Afghanistan Mine Action Standards and the International Mine Action Standards (IMAS).
Governed
Overseen by an independent Steering Committee; the Director sits on it as a non-voting member. Who they are.
Checks on the work
Monitored in the field
MCPA's field work is checked by others as well as by its own quality management. In the projects described in our field stories, external monitoring and evaluation were carried out by combinations of:
- the Directorate of Mine Action Coordination (DMAC)
- the United Nations Mine Action Service (UNMAS)
- the Mine Action Technical Committee (MATC)
- the Afghanistan National Disaster Management Authority (ANDMA)
- provincial Departments of Economy
- funding partners, including UNDP

Financial management
Every project audited
MCPA is funded project by project, and each project carries its own donor-mandated external audit.
- In-house finance, logistics and inventory systems following internationally accepted standards
- Customised donor reports generated from those systems, reducing error and supporting transparent control of expenditure
- A computerised Management Information System, operated since 1990
- More than 105 projects planned, deployed, supervised and reported over 35 years

Recent partners named in our field stories
- UNOPS and the Special Trust Fund for Afghanistan (STFA): clearance and risk education in Laghman, 2025
- UNDP: SESEHA facility survey (with the Danish Refugee Council), and ABADEI 2.0 in Kunduz and Baghlan
- OCHA-managed Afghanistan Humanitarian Fund: clearance in Kunduz, and quick response, risk education and child protection in areas of high return
- US Department of State (PM/WRA): non-technical survey across 26 provinces, 2023 to 2025
Other supporters over the years include the World Bank, the Vietnam Veterans of America Foundation (VVAF) and the International Trust Fund (ITF).
Safeguards
Inclusion, safety and the environment
MCPA applies a gender-sensitive approach: female trainers reach women and girls, data is disaggregated by sex and age, and teams work to secure safe and dignified access for women, returnees, displaced people and persons with disabilities. Operations are confined to designated hazardous areas, and no community is physically displaced.
Environmental impact is minimised through controlled demolition, safe disposal and restoration of released land, and MCPA prepares social and environmental screening in line with UNDP's Social and Environmental Standards. Team safety.
