Our Land Release process is an efficient, evidence-based methodology to make land safe through three key stages:
- Non-Technical Survey (NTS): We begin by engaging directly with communities through interviews and mapping to identify suspected hazards without physical entry. This often provides enough evidence to confirm land is safe, allowing us to “cancel” it for immediate community use.
- Technical Survey (TS): When a threat is indicated, our teams conduct physical investigation of the hazardous area to find evidence of contamination and precisely define its boundaries. This allows us to significantly “reduce” the area that requires full, costly clearance.
- Clearance: In the final stage, our accredited teams systematically remove and destroy all explosive ordnance. Following strict quality control, the land is officially returned to the community, guaranteed safe for homes, farms, and development.

Quick Response Teams
In areas with high rates of returning refugees and internally displaced people, threats can emerge unexpectedly. MCPA’s Quick Response Teams are mobile, multi-skilled units designed for rapid deployment. As documented in our current projects, these teams respond to urgent EOD spot tasks identified by communities or other organizations. Their primary function is to neutralize immediate threats, conduct emergency Explosive Ordnance Risk Education (EORE), and provide child protection referrals, ensuring that vulnerable populations receive timely and life-saving assistance.
3
Explosive Ordnance Risk Education
Clearance alone is not enough to protect communities. EORE is a critical component of our work that aims to prevent injuries by promoting safe behavior. Our EORE activities are designed to be inclusive and effective, reaching all genders and age groups with culturally appropriate messages. We use a variety of methods, from public information campaigns and school-based sessions to direct community presentations, to teach people how to recognize, avoid, and report explosive ordnance. This education empowers communities to become active partners in their own safety, reducing the risk of accidents long after our clearance teams have departed.
